Accept Secure SSL Connection

A collegue of mine is trying to log into a secure site. After typing user id and password the following error is received: your computer must accept cookies and secure ssl connection.

We confirmed that cookies are being accepted... what step do we take for ssl connections?

Windows XP
IE 6
