ABIT SE6 MB system boot problems after PSU change

This morning, on of the PCs at a business I do some work at would not boot up. They unplugged the cord from the UPC it was plugged into, and plugged it into the wall outlet. When they turned it on, black smoke came out of it, and it stunk the room up pretty badly. Ok, so the power supply is shot, and needs a new one.

So, I bought a new ATX350 power supply(the prior one was an ATX250, if that makes a difference). I installed it, but when I power the machine up, it now will not boot. The fans spin into action, and the floppy drive light comes on and stays on. The CDWriter will not power up, and the Hard Drive never gets accessed. After about 20 seconds, the BIOS health alarm starts up(a siren-sounding alarm).

It seems to me like the motherboard was somehow damaged when the PSU blew. I don't think it is a RAM issue, as it worked fine before the PSU went out. I also don't think it is a HDD issue, as the floppy drive light comes on and stays on, never flickering or anything. The fact that the CDWriter will not even power up bothers me, though. Does this seem like a MB problem, or is prehaps the PSU I picked up just a bad one? Thanks for any help on this issue.

Pull off the IDE cables see if it posts and will go into bios. Hard drives are commonly damaged when power supplies go, closely followed by CDrom devices and then motherboards.
If it goes into the bios shut down and reconnect CDwriter, try again if it still goes into bios screen you have a duff harddrive.
If you haven't had any sucess with the above try stripping back to bare bones, motherboard (CPU/Heatsink) memory, graphics and PSU, if it still won't post at this stage it is likely to be the motherboard. Martin Please let members know if there advice has helped any.
 
Thanks for the advice. I unplugged all the drives from the motherboard, and it still gives the same result. It simply comes on, the power light comes on, the fan spins, and a little red light is lit up on the motherboard. After about 20 secs, the alarm starts up again. There are no beeps or anything before the alarm starts, either. It must be the motherboard. Any other ideas before I go buy a new MB?
