A user cant install downloaded programs on workstation

The network consits of 2 dcs running win2k server
A user is a member of a global group and this global group is a member of the local power users group on his workstation.
The user wants to install a downloaded program but the error message indicates the installation needs admin previlages.
According to the owner of the firm, he does not want anybody to be a member of the domain admin except himself and the IT personnel
Is there any solution so that this user do not call the administrator to log on all the time to perform this task


 
Remove the user from the local power users group and add the domain user to the local Administrators group. This will not give the user domain admin rights...but it will give the user local admin rights.
