A report sitting on one server accessing a view on another

If you mean can a report on one server (or PC) be generated against data sitting on another server (or PC) then the answer is Yes.
As long as there is access from the first server to the second - with the appropriate information required to access the database tables, namely location, table names, user name and password if required.
