Can anyone tell me what these folders are used for, or what benefit they serve?

They seem to house duplicates of every file in the web server

http://wwwroot

and sub folders. (taking up space!)

Are they associated with security in any way? Or with FrontPage??

They are part of FrontPage. If you delete them the front page web pages won't work correctly.

When you install "Frontpage Extensions" you'll get these files appear everywhere. Just leave them alone if you've got frontpage websites.
