9608 Call Settings

I am curious about how these settings are saved. It seems on that when a user makes changes to settings under Features>Call Settings the setting is saved and moves with the user. I was under the impression that these were set on the phone and if you cleared the phone they defaulted. There are some settings I would like to push out to all users but it looks like you can't via the 46xx other than the ring tone a few other thing but I have not dug deeper into some of the other settings. Wondering if anyone has any more knowledge on this. thanks.
 
Settings are backed up to an HTTP server designated by SET BRURI.
 
This setting is not enabled in the 46xxsettings file so I do not believe this is the cause. Its hashed out and I have not set it. I don't think that setting is derived any other way than explicitly setting it. I also don;t believe this is the case becase if you hot desk a user onto a phone these setting instantly change. My guess is that if it were updating via http it might take a little longer, but again just a guess. I see nothing about the call setting save in the docs.
 
Call settings are saved in IP Office.
If a user hotdesks to another type of phone like a 1408 or 9508 or whatever these settings are available on that phone.
The phone is just a dumb terminal on IP Office.
 
The fact that they are saved is surprising to me. It's unfortunate you can't set these in manager.
