9608 across VPN using Cipafilter at IP Office end and Cisco RVS4000 at remote end

I have tried to set up 9608 as a remote H323 phone, but my host network (A school district) does not want to play nice. I have resorted to installing a Cisco RVS4000 VPN router at my remote end, and I can now ping my Host Public IP Address, where I could not before. However, my phone still alternates between 2 screens; one that simply says "Registering" for about 8 seconds followed by the other, which resembles a normal phone screen (3 appearances a,b,c), for about 2 seconds.

I have all the appropriate ports forwarded and all the boxes checked (i.e. remote user) as referenced in the knowledge base. The VPN appears to be functioning properly, but I am an old-school phone tech and NOT a network tech. Any suggestions?
 
If you are using it on a VPN then it isn't a remote phone so you need to untick that, it's simply seen as a phone on a different subnet, also the system just talks to it as it were any other phone so if it isn't working correctly then either the system needs a route adding or if that's already in there then the routers forming the VPN are effecting the traffic in some way, usually H323 fixup/ALG's etc :-)
