911 won't go through

I have an OP11C tied to an OP81C with a DTI route (rte 61).

In the OP11C, I setup AC2 as 9 and then under AC2, an SPN of 911 which is routed to the OP81C through RLI 9. RLI 9 points to a DMI 9 which is setup to delete 3 and insert 6009 (6009 is a DN in the OP81C).

I have a DSC of 6 in the OP11C which routes all calls to 6XXX through that same DTI route (rte 61) to the OP81C.

I can dial 6XXX from the OP11C to the 81C but when I dial 911, I get a fast busy after the first 1.

I wonder how come I can reach 6009 directly but not through the SPN? I also tried to route the SPN to a DN on the OP11C by removing the RLI and putting YES to LTER but I still get a fast busy after the first 1...

What am I doing wrong?

you need another rlb, and a dgt that inserts a 9, the call should reach the 61 and 9,911 if 9,911 works from the 61.. that's common routing for a tandem call. think of the inbound trunk as an analog station. the call reaching the 61, will be treated the same.. now that analog is dialing 911, not 9 (or your ac1 or 2) plus 911
