911 whil;e up grading pc ...now wont boot to Win

while upgrading win 95 on someones system to win 98 when set up was finished and rebooted... the system will not boot to Windows at all. It locks up as soon as starts to finish set up. At the hourglass. It wont go into safe mode, I tried step by step confirmation and eliminating certain things from loading and nothing works..as well does not see CD Rom Drive. So I need help badly. What can I do and why did this happen??

Is there a way through DOS that I can get the system back to 95? Thanks...please write as soon as you can.

You can try changing the BIOS to PLUG & PLAY BIOS........
the default in your OLD computer BIOS may be set at NO.

So, by going into the BIOS, you change that one setting.

*Also: try removing the sound card,,,, see if you can get the computer to boot.

* Last: You say the computer doesn't recognize the CD-ROM ??
Well, tell me this: Does the CD-ROM show in the BIOS setup (before Windows boots) ?
Or, maybe you have some Compaq, or some such factory computer, and you don't have a BIOS screen that shows hardware.
* Change that in the BIOS as well, so you can see the hardware loading process.

Did you change anything internally in the computer ? (Like moving cables ?)
