911 calls and confusion!

So we want our employees to be able to dial 911, and get out to 911. We are a hospital with several outside clinics. They all have their own local trunks. We tested 911 in hospital, and we had to dial 9+911. I took over this system not even a year ago, and am having a heck of a time figuring this out. The ARS for 911 is 3,3, route pattern p19, call type svcl. When I look at partition route table 19 there is the number 6 under PGN 1 and 2. Thing is, when I look up time of day charts, none are configured, we don't utilize them. I did a straight list-partitioned-route-table, looked under 19, and it lists PGN 1, 2, 9, 10, 17, 18, 25, 26. I then looked up list partitioned-group and all those numbers have a COR of 1. I just don't get this at all, or why it was set up this way period. The ARS route-chosen for 911# says 911, 3, 3, p19, call type alrt, location 1 (which is the hospital, we do use tenants.) On top of that, clinics should just dial 911, and I believe when we tested, this worked for them, when I do a list route pattern, the previous admin had configured for instance: Clinic A route pattern 254 Name Clinic A 911, route pattern 255 named Clinic A 9+911 The plain 911 route, 254 has an inserted digit of 9. The last clinic we set up, was set up by Arrow, and all they programmed was a 911 route pattern, no inserted digits. So very lost..... Seems like it should be something so very simple. If this rambling makes sense to anyone, suggestions, clarity, anything is much appreciated at this point.
 
I might add that my boss wants it to work either way, whether you dial 911 or 9911, I thought in ARS it will always take the most specific, so this isn't possible. But could it be that is why there is a route pattern that inserts a 9?
 
In the example below, p1 would go to the route pattern(s) where 9 would be inserted and p2 would go to your existing 911 route pattern(s). If someone just dialed 911, 9 is the ARS access code, 11 is the dialed digits.

Yeah she had nothing programmed for 11. I called 911 from my station, errors out and does not work, so p19 is a bust. I don't think it ever worked.
 
You might be using 'location based routing' instead of 'partition routing'. You can check by doing 'list ars analysis location x' (x=location#).

If you are using crisis alert when someone dials 9-911, you will need to add a separate entry to the ARS table and a unique route pattern for 9-11 calls that inserts the additional 9.

If you are not using crisis alert, you can use the ARS Digit Conversion table to change 11 to 911.

We do use location based routing, but I thought the all overrode the locations? 911 is in all and all the separate locations. This partitioning is still hard to wrap my head around. in partion location 9 is set to use p8, which has a 1 in PGN 1 & 2. But as I said, there are no configured time-of-day charts, and I thought the PGN's used time of day? I also have no idea if we use crisis alert. I wasn't told a whole lot when I took the position. Just mumbling my way through atm, bless this forum!
 
That partitioning makes things to difficult, get rid of the partitioning, Keep It Simple Stupid, KISS
Just create a route with the remote locations trunk group in it and your done, also in that route, the second choice of trunk is the main site trunk group as a backup.

You need to use separate route-pattern for dialing ARS "9" then "11"
the route pattern needs to insert a 9 before sending the call out on the trunk
