Try to isolate the fault to either a set or a port trouble.
If you are using DR5 or 5.1 turn off Set Relocation. Then move one of the non-working sets, Set'A', to a known working port, one that has a working set plugged in,Set 'B'. If Set 'A' initializes, then you likely have a port (or s/w) problem. If not, a bad set. Try Set 'B' in the port that Set 'A' was removed from. If Set 'B' works in that port, then the indication is also a bad Set 'A'
