7206VXR bootstrap won't load IOS on boot

On powering up the boot ROM loads, reports:
Bad CPU ID 00002721
loads again, reports:
boot: cannot determine first file name on device "slot0:"
loads again and drops to ROMMON >

I can then manually get it to boot by typing:
boot disk1:c7200-is-mz.123-5a.bin

Router then works fine.

#show bootvar
BOOT variable = disk1:c7200-is-mz.123-5a.bin,12;
CONFIG_FILE variable does not exist
BOOTLDR variable =
Configuration register is 0x2102

But it doesn't load the boot image (BOOTLDR variable) or the system image (BOOT variable)

It's as if the boot ROM simply isn't reading the startup-config and therefore doesn't know about the BOOTLDR or BOOT variables?

What happens if you do the following (while in enable):

# conf t
router(config)# boot system disk1:c7200-is-mz.123-5a.bin
router(config)# exit
# wr

and reload.

Makes no difference, I already have this is running-config and startup-config:

boot-start-marker
boot system disk1:c7200-is-mz.123-5a.bin
boot bootldr bootflash:c7200-boot-mz.120-28a.bin
boot-end-marker

To me it looks as though the boot ROM is not aware of the variables telling it to load the boot image or the system image.

I'm guessing it is booting from the ROM on the I/O-FE card, as suggested by the "Bad CPU ID" message and this boot ROM is an older version and doesn't understand the NPE-300, why it's not booting the boot image though, I haven't a clue !

cisco always recomended that the bootloader be the same as the IOS image if it small enough to fit on your bootflash . If there is room try upgrading the bootloader image .
 
That's the problem though - it won't load the bootloader.

It should do due to the following line in config:
boot bootldr bootflash:c7200-boot-mz.120-28a.bin
but the boot ROM is not loading the bootloader image from bootflash:

and I have no idea why! If I could get the boot ROM to load the boot image in bootflash: I think my problems would be solved.

That is strange that it doesn't see the bootloader . If you configure it in running config it won't show up until you do a "write mem" . after you do a write mem when you do a show bootvar the bootloader variable should show . Also seeing that it appears to be trying to load out of slot0: have you tried moving your disk1: into slot0: and reload and see what happens ?
