677 will not flash

First of all I'm used to upgrading 677s. This is a 677 that someone has given up on.

There is no router image so it boots straight in to RMON. I clear the sectors, transfer a known good image but the program to flash always fails with a 'memory at 0fef800 is not empty' type error message.

any suggestions - I've tried es 0 through 6. I hesitate from using 'es 7'
