6402 coverage problem

I have an extension 6649. I created two coverage paths 649, which directs off-net to cell phone; and 648 that directs to internal extension and then voicemail. When using 648 call rings (half ring) at extension and then goes to voicemail. I have the coverage path 648 looking like:
Don't answer y y rings 3
Then Point 1 6649 rng 2 Point 2 h1 (voicemail).

When I stat the station it says current coverage 2

Stat station 6649. SAC activated? If yes, turn it off an your problem is solved...

SAC was already turned off.

In Cov Path 648, just put h1 in Point 1. You don't want it covering to itself...

Don't understand why it's going straight to cover though.
