You can't get Agents to ring at the same time. Agents are supposed to receive calls one at a time. Calls are meant to be delivered one at a time. The only way you can get multiple phones to ring at the same time on a given incoming call is to used Bridged Appearances or to use a Coverage Answer Group. If you go that route, you will have NO reporting capability. Calls into Skills are not meant to ring multiple phones at the same time. Calls are delivered to The Next Available Agent...not AGENTS.
