406V2 with analog lines

This 406V2 was installed last year and has worked fine until last week. It's an R4.0.10 with an analog 16 accomodating the POTS lines. As of last week, when they dial out there is a huge delay with the connection. Dial delay is set to 3 seconds and it can take up to 30 seconds before the call goes out. Inbound calls are fine and disconnect correctly.

I have hooked-up with my test-set outside the IP Office and calls go out immediately, so it is definitely something with the IP Office. Anyone else see this or have a fix?
 
ARS is the key unless the staion making the call has a specific restriction or individual short code. Turn on monitor and look the call flow process.
 
I also think of the ARS

If you have more then one ARS form and there is an alternative ARS set in the main ARS form you oculd have this problem
The default time for this is 30 seconds
I always set this to 5 seconds

what does your ars look like?

Maybe some trunk ports are in out of service state and call is redirected to alternate rout(call is waiting for connection and after "alternate rout wait time" is going by another rout)

 
I would ensure that your ATM16 is at the proper version. 4.0 had and issue with the atm 16 with it was first was released. I would double check that just in case.
 
The ars looks fine. Being a 4.0.10, I think I will upgrade them to atleast 4.0.14. Anyone have any issues with 4.0.14 or should I send them to 4.1?
