Does anyone know can the IP station licenses from a 406DS at 5.0.26 be transfered to a new 9.0? Is there a limitation to the transferable count?

You need to do a licence swap.
But the Avaya business partner can tell you all about it.

That 406v2 can only go up to R6. You would need a 500v2.

Licensee swap can be done by any Avaya BP like Peter said, You must turn in You old dongle.
