Very first thing I noticed is on VA intercom the calling party gets the 3 beeps as well as the target!

TL, I found out that the IP phones load 2.8 which support BAKLIGHTOFF.

Look for SET BAKLIGHT 120 in the 4600text file. I set mine for at 5 minutes. It works.
