4.1(12) > 4.2(17) "Invalid Number Format" on NI2?

Upgraded a 406 from 4.1(12) to 4.2(17) and no longer could dial out. Monitor traps showed: 28 Invalid Number Format.

Has anyone run into this, and if so have you found that Technical Tip 212 which suggests adding "NI2_CALLED_PARTY_TYPE=UNKNOWN" to the source code tab of the 'NO USER" fixed it?
