Why 3640 does not have nat pool command is it a IOS version problem

sounds like it. make sure that you have the right version of the ios installed. i use ip/ipx/at firewall feature set to make sure i have all the ip/ipx/at stuff/

i agree with buckweet. nat is also available in earlier releases as well. i used it in 11.3. anyways here is ciscos list.
