32MB is plenty for DVDs. Also, I would only consider a 64MB card if I was really high on computer gaming, or Computer Aided Design (CAD) or engineering. If you won't be doing a lot of the above, and just playing DVDs, then 32MB Card would be plenty (as long as you have sufficient System RAM [128-512MB]).
As for TV out, it depends on if you want to be able to see everything you would see on the monitor on a TV screen. I personally think that the monitor provides a better picture than a TV (unless it is an HDTV). But it all depends on your application of the product - what you will use it for.
