30022 error with IPBOOTP

I'm running RAS on a Windows 2003 box.
We've been having speed issues, and when I look in the System Event Log, I see this message reoccuring:

Event ID: 30022
IPBOOTP was unable to receive an incoming message on the local interface with IP address 172.16.25.101. The data is the error code.

If I do an ipconfig /all, it shows the IP address of the NIC card, and the IP address of the RAS server, 172.16.25.101. Also, in Routing and Remote Access, if I click on General under IP Routing, I see an interface with the IP address of 172.16.25.101. RAS is set to hand out IP addresses out of a pool starting at 172.16.25.101. If we change the starting IP address of the pool, the IP address of this message changes to the first address of that pool.

Does anyone know what this means, and if this is a problem?
 
Hey, just wondering if you ever figured out what this error message was. I'm getting the same thing on SBS2003. Let me know if you shed any light on the issue.
