3.1.65 Restriction problem

IP 406 running 3.1.65 analog 16 Pots mudle and Ds30 module.
I have 16 analog phones that I want to use Line group 1 to go out on when dialing local or LD,
I have 2 PRIs in system and have them seperated as Line groups 0 and 1
I set up a restrictions as follows

The problem I see is sometimes even though I have the restrictions set for all 16 analog phones.. I see in traces that the sometimes go out line group 0

any idead as why they do not dial out over Lg 1 all the time?

Try using a more specific short code in the restriction, this may keep the IP Office from matching short codes from the system tab:
