2nd Tape of Backup Job Not Showing in Save Set 1

I assume it's AS6.61...
Yes, this is normal. If you try to delete it from the Save set, it will look like it still appears. What you are actually seeing is the 2nd tape. It's really just a design flaw in ArcServe that serves no purpose but to confuse you. Ignore it and go about your day.
I suggest that you look at your backup logs and see what part of your job is runnig onto the 2nd tape. Try to restore something from that session just to test it so you can have the warm fuzzy about your backups.
