2nd line coverage to vm

if a user is on their 1st call appearance and a call comes in on line 2.. is the phone going to flash the set amount of times in call coverage and then go to 1st point or will line 2 ring aloud and then go to point 1?
 
It depends on the settings in the COVERAGE CRITERIA in the coverage path.

If you set the Active? to Y the second call will go to Point 1 as the phone is active.

also "Active Station Ringing: ?????????" on page 2 of the station programming plays it's part in this scenario..
 
There are many things that need to be considered. System coveraged / bridging options. The phone programming (call appr, restrict last appr, etc), the cover path programming, the presense of bridged appearances on stations that are cover points, the state of the primary station when called and it's call appearances.
Possibly the state of the cover points.

You should read Avaya Feature Docs on Call Coverage, programming, interactions, considerations, limitations.
This is a very flexible feature and you have not really provided enough information for a good answer.

A great teacher, does not provide answers, but methods to teach others "How and where to find the answers"
