2nd Intercom line Rings instead of flashes on 6.1

I can't seem to get the 2nd Intercom line to flash instead of ring. There will be 4 pots lines on the system, but right now I am only testing internally. The Prime lIne on the phone is I/C Intercom keys is (2) I have FNA to V.M. (220) and FOB set to None.
I have DND on Busy set to (N) This setup has the 2nd line ringing while on the 1st line. If I change DND on busy to (Y) I get Busy signal if the 1st line is being used. Any help would be appreciated. Thanks

Under set programming assign each line to Ring Only, Appear Only or Appear and Ring.
