2nd account's Auto Responder not working.

I have a 2nd account I cannot get auto responder to work.

On my naviagtion I have my main inbox/junk email/outbox etc on the left, further down I have almost the same for the 2nd account showing.
The 2nd account is visible on a couple other users machines as it's our service email.
I am the owner according to properties.
What I tried:
Tools/rules
Check msgs when they arrive
Send to people in distibrution list (I picked service)
Reply using specific Template (I picked one I had saved)
No Exception rules were chosen
Turn Rule on

I tried restart on outlook too.

This work fine when I use my own account using the :
Where my name is in the To Box

So the issue is with the account or something and not any template etc.

Rules don't fire that way. You'd be better off using a Public Folder and configuring options there.
