2501 bootup via tftp memory error

i have a couple of 2501 routers that will not bootup with an ios image that i have. The ios image is a fw, des, 12.2 images that is 14.5 megs in size. Both of the routers have 16meg Ram and 8meg flash. If i am booting up via tftp, it shouldnt matter how much flash size i have correct? Any suggestions would be greatly appreciated. Below is copy of th error messages on the console screen.

Hi

I think that the router is trying to tell you that with 14.5 MB IOS in RAM it will not have room for even the default configuration and a minimum amount of buffer space.

Check on

http://www.cisco.com

for the recommended amount of RAM that this IOS needs.
