2400 IMS T-1 incoming signaling issues

I have a 2400 with a 24DTR card that was originally set to immediate start on incoming calls and wink start on outgoing.The carrier recently changed there switch out and said I had to make both incoming and outgoing signaling to wink start.So I went into ARTD and changed my 2 routes ISGS to a 7 for wink start.My outbound works great,but when I do a incoming call the register does not flash when the 4 digits come in and does not go to the proper locations....Thanks for the help
