2003 TS toolbar an IE temp files

Just built a 2003 TS. On the console and all clients we have the 'language bar' toolbar. How do I get rid of it. I uncheck it, but it keeps coming back.

Also how to I set it so all clients have their Temp Internet folders emptied when they exit IE?

I'm new to 2003 so go slow

As far as your IE toolbar problem, have you uninstalled the offending party? Have you "unchecked" the language bar as the local administrator?

It's not an IE tool bar. It's one of Widows own, like the Quick Launch Bar.
