2003 server DNS Issue? 1

I'm having an issue where sometimes users go to a site and I.E. instantly says page not available even tho the information bar looks like it resolved an address, if they click refresh the site appears (it sometimes takes a couple of clicks).
This is very intermittent and i'm having trouble tracking down the issue, sometimes the link seems slow when this is happening so i suspect our ISP's DNS servers that we forward to but they insist it's our end.

I would like to rule our end out can anyone run me through ways to test that my DNS servers are functioning correctly?

We have 2 AD intergrated DNS servers on site serving about 300 2000/XP boxes, they're Dell Poweredge 2600s with dual processors and 1.5 Gig memory so i don't think they're overloaded.

Have you cleared the user's cache?
Delete cookies & file via IE options, general tab.
Clear SSL state from content tab.
Verify HTTP settings within advanced tab are selected as well as SSL 2.0 & 3.0. Add domain to trusted sites within security tab, click on trusted sites green icon, select sites button and add trusted domain via *.domainname.com, you may need to uncheck the checkbox for require server verification to add entries.
Release and renew IP via ipconfig /release & ipconfig /renew from a command prompt.
Flush dns via ipconfig /flushdns & then ipconfig /registerdns from command prompt as well.
Verify connectivity by accessing know site,(yahoo.com)
Verify connectivity by pinging known site,
Identify with error for the above by tracert cmd to know site, this will error out at the junction that is not allowing communication.

DNS
You can enter the nslookup pre-emptive promt with nslookup at cmd prompt and hit enter. Now you can search records and get return of cnames, etc... Additionally you can log into your dns server and see how it is resolving as well.

Have you tried changing your DNS forwarders to something elese other than your isp's?

Also run ipconfig /flushdns on both DNS servers and local pc.
 
I wonder if i can contact other DNS servers outside of the WAN.

Do you have an IP for a reliable public server?

Any dns server on the outside will do. Here are a couple you can try, set first as primary:

68.87.69.146
68.87.85.98

These are the external dns servers utilized by d-link routers in the Pacific Northwest.
