2003 R2 problem - local admin

Hello, I know this involved SharePoint and Forefront, but I have narrowed it
down to an R2 problem as far as I can tell:

I have 2 servers which are my test server and my live server.

Live Server - Windows 2003 Server, MOSS2007 B2TR
Test Server - Windows 2003 Server R2, MOSS2007 B2TR

Anyways, I have MOSS2007 B2TR setup on both. The only difference between the servers is: one is R2, the other is not. Now I am trying to install Microsoft Forefront Security for SharePoint beta... I want to test this only, so I do not want to put it on my live server yet.

So on the test server I can get to the part where it asks for the username and password, then it says that the account is not part of the local admin... but it is, on both the SQL and the SharePoint server (this is the machine
with R2)... A requirement for this is that the account you use is a domain account and that it is part of the local admin on both the SQL and the SharePoint servers.

I decided to test on the non R2 machine. I can get past that part asking for the account, using the SAME account as above.

So something in R2 is not working maybe??? Any help on this would be appreciated.... Something in R2 is not letting me do this? Also, if i login with this server account (which is part of the local admin), I cannot install anything. it says I do not have permission? But I am part of local admin... Can anyone shed some light on this for me? I am not use to R2 at all.... Basically The reason I can't do this is somethign in R2 is preventing Forefront from noticing that the account I have chosen is in the local admin group...

Nope, nothign in the event viewer in terms of errors.

So I am assuming R2 is so locked down I can't do anything (since it won't let me even install a program when logged in as this accoutn which is in local admin group), or its the group policy... But the same group policy affects both the test and live servers...

Again, R2 is the only dif.

Found the problem:

New security measure for windows. When importing a .exe Windows now blocks it for security measures like Apple does to stop viruses and trojans. You must right click go to properties and click unblock to allow the software on your machine. This will resolve the problem.
