2 Users unable to create tasks

I have 2 users who are not able to create tasks for themselves. They have proxy rights to other calendars and are able to create tasks for those people. I can't find a place to give them rights (should have them by default obviously, but maybe something got changed). Any help would be appreciated!

Do they have to proxy themselves first?
Maybe because of so many users they are no longer the default any more.
