2 Remote PC's very slow on Network

I recently accepted a contract to provide Technical Support for an agency.
Here is the current scenario:
1 newly purchased Dell server - being setup for Windows 2000 Server.
1 Gateway Server - currently running Novell with Housing Authority Database.
12 local 2000 windows'pcs, all connecting to Novell server.
2 Remote Windows 2000 pcs, connecting to Novell server also for access of Housing Authority Database.

I am in the process of setting up a network for the new Dell Server using Windows 2000 Server.

Problem:
The 2 Remote Windows 2000 pcs are extremely slow when connecting up to the current Novell Server in gaining access to the database program. The 2 pcs are connecting through a fractal T1...(256 k) and the database, sad to say, is a flat file. How can I make access for the 2 pcs faster and make the Housing Authority Clients happy? It takes the first screen more than 8 minutes (average) to appear. All other tranactions are also slow. Please Help !!!
