2 objects stacked on a form: Which one is in front 1

HI, I am trying to create a shadow effect on a form by placing one object on top (and slightly offset) of the other. how ever the two objects are not identicle. it seems that no matter how I drag them around and try to put one on top of the other, the one that was created later is always the front one (Foreground)and is just the opposite of what I need. Is there a way to set which one will be the foreground or on top?
 
In form design view, select the object you want on top, then on the menu bar select Format->Bring to front.
