1608 Finding Router/9608 Works Fine

I staged a 4 site IPO SCN in my office. The setup is such that there is a voice/data VLAN on each switch and all my switches go back to a router that contains my 4 IP Interfaces for the voice networks that act as the default gateway for them.

I removed a system and took it to a site and racked/stacked it. I did not have the router in place yet. I plugged in a 1608 phone and it came up in the proper VLAN and appeared that it would DHCP properly (IPO Acting as the DHCP Server). However, after about 4 seconds, it went to "Finding Router". I need this system to be able to function independently even if the router is down. Once the phones are up and I unplug the connection to the router, they stay up, but upon a phone reboot, they return to the "Finding Router" state.

Once I plugged the fiber in to connect back to the router, the phone came up. Why does the 1608 function differently than the 9608? The 9608 comes right up whether the router is in place or not. Any help would be greatly appreciated. I really don't want to have to change my network since it was already staged and working in my office.
