1120E Connection

I have a Nortel CS1000 that is programmed and has 1120E / 1140E phones. I am trying to get them to boot off of DHCP. The phones are trying to boot and the system is already programmed to run them. I am not sure what would be in between these to get them to accept the DHCP and boot. Is there a simple POE switch that will pass data to the phones?

I tried a Cisco 3550 and the phones get power but there doesn't seem to be any data passing through. Any suggestions to be able to boot these phones would be helpful. Right now they are stuck and say starting DHCP on the screen with a firmware version but that's it.
 
do you have the dhcp scope programmed up in your dhcp server? Are these new phones you are trying to put in? Do you have existing phones working already? What firmware do you have on the system and on your sets? If you are trying to put a C8Q set on and older firmware version system the certificates have expired and your set will be in a software loop and you will have to put C8Q as you systems set firmware
