I believe the upgrade file is freely available under support on the Avaya website.

Yes the upgrade file is there. The file that I am looking for is the generic.ina file that needs to be loaded to the 100R via TFTP if the upgrade fails. The web address shown in the documentation to download the latest generic.ina file no longer works and the TSO was of no help at all.
