10,000 Outbounds in queues HELP!

I came in this morning and found over 10,000 emails queued in the Outbound waiting delivery in Internet Mail Service Queue. The destination host is our own external IP and the originator is only <>. After I deleted them it continues to created about 20 every 5 minutes. What is happening and how can I stop it. Anybody got any ideas? Please help if you can.

If you're sure you've got your Exchange server locked down against relays it sounds like a revers NDR attack.

One thing I have tried is in IMS in the Connections tab under Message Filtering. Any of the domains I see in the outgoing Que I have put those domain in the filtering area. It has worked for some reason. Really is very frustrating.
