When you install SP4 you are given the option to "Archive Files" or "Do Not Archive Files".
If you have chosen "Archive Files" then Windows 2000 SP4 will be displayed in Add/Remove.
If you have chosen "Do Not Archive Files" (Which is annoyingly the default) - then your screwed.

You always have to set Domain password policies to the "Default Domain Policy" GPO.
