want to update win98 to windows xp home

I don't know the deal here but you can install xp home on fat 32. I do all the time. It gives you the option. If you are upgrading to XP you really don't need to have another system there but you do need your key numbers.

    TV for computer

There are any number of video cards that have a TV out connector and allow you to switch between them. The TV capture adaptor I use allow TV to be watched on the monitor but have no output connector for a TV so the video card is still needed.

    mobo/cpu combo to upgrade PCs

Actually for the work you are doing, p-lll's are better suited. I find the XP cpu's to be pretty tempermental and eassily toasted. They run hot and don't care for multi-tasking. The motherboards are about the same. No longer than they have been out I've worked on more of these than any other...

    A7NAX-X Mobo + Windows XP

Be sure you install the MB Drivers on the MB supplied CD. Then always use the drivers that come with the device you are installing. Asus video card, use the asus drivers as they may be tweeked. Nvida only does the chipsets. I've ran into this a few times on different branded nvida stuff. Follow...
