You cannot SAVE a PNG as a PDF, but you can attempt to print it as a PDF. PDF is a print function, not a save function.
FYI: printing sliced PNG files can be problematic. If you have any slices in your PNG, turn off the visibility of your web layer.

Sorry --- forget to mention a critical element here:
You should move your menus to an include file area and then only have to update it once, in that one include file. This make life immensely easier. Always.
Do that first, one time only, then do your PNG updates to the include file...
