Don't forget the powersupply ,if you are rebuilding you can end up drawing more power than today's setup .
I would agree with paparazi about the WD (have it myself) .
I would :
1) faster HDD (check if improvments are to your liking)

2)faster cpu and more ram.(check if improvments are to...

Of course they cannot be detected with no power (sorry).
If there is no 12v on the molex connectors PSU must have gone bad . Is the fans running ( cpu fan , cabinet fan etc.)

if you did what was on the other site ( sys a: c: )
you might need to replace this files .
They can be copied between systems running same os (just unhide the hidden ones)...
There should be a MSDOS.SYS file in your C:try to unhide with
ATTRIB -H C:\MSDOS.SYS
clear readonly
ATTRIB -r C:\MSDOS.SYS
It should have the following content:

Easiest way we do is to mail the users the reg file.

in most bios'es there are an option to read temperatures .
often called "pc health status" or simular .
The voltages should be visible there .
Drives use 12v .
Or you could disconnect e.g a cdrom and measure the molex connector with a volt meter .
check also that bios recognize the...

I think it's no way windows update did this .
Perhaps some to heavy removals in the SpyBot, SpywareBlaster, and Norton SystemWorks 2003 registry cleanups did it
My advice is to take the system restore back and do it all over .

Does Windows XP Pro have a System File Checker ?
Yes it does.
Sometimes the SFC won't run properly when doing
Start > Run sfc /scannow
If not try this
Start > Run cmd
then type inside the command window
sfc /scannow

Open MAIL in control panel.
Click on show profiles.
Add.(add new profile ,continue .. data for this one)
Select "prompt for a profile to be used"
exit.
When Outlook XP starts it prompts for a profile to be used.
Select your's and thats it.
