Trying to dial through Phone Manager.
Enter phone number and click call, the extension Off-Hooks and we hear a dial tone, but no digits are dialed.
If we dial without a leading 9, we get the error siren.
What are we doing wrong?
Using XP and Win7 64bit. Multiple computers.
I see tspi2_64.tsp, I thought that the 64 bit version of TAPI.
The Avaya TAPI doesn't show in dialer, I see:

sstp
RAS pppoe Line
WAN MiniPort (L2TP)
It does show up on the advanced tab in Phones and modems. But I can't get to the advanced tab of that app from Dialer.exe
Having read ALL the threads regarding this, I have tried:
Installing and uninstalling and reinstalling.
I have done that in XP 2 compatibility mode.
I have removed and added it in the Phone and Modem app.
Rebooted, rebooted and rebooted.
We do not find tspi2w.tsp on the computer.
