Do you have the DEVELOPMENT SYSTEM installed?
We found that we needed to have this installed to run make. We got a similar error without the DEV installed.

I had a similar problem but found my answer in Caldera's TA112821.
go to http://stage.caldera.com/ta/ and enter the TA number in the appropriate area.
