I think this is a Publisher issue. When I print to distiller from pagemaker I can get true CMYK or true black PDF files. Publisher seems very weak when it comes to commercial printing. Sorry, I am using Publisher 2002. The sequence you mentioned is not available for Distiller. There is no Pagelayout tab under properties and no choice for color or grayscale that you wrote.
