One long beep usually says video problem. Do you have the 4 pin power connector plugged in to the board? Also this board has an AGP pro slot... Is the little white plastic spacer in place... If not the video card can creep in the slot and no boot. Ed
Try one stick of ram, if no boot try the other.If no boot again pull that stick and check for beeps. If you get any you're looking at a ran compatibility problem. Ed

If the computer powers right back up when you hit the rear switch it's a bad/shorted power button.
Try clearing cmos and load optomized defaults.
There is also a known problem with these boards and not having enough power supply to run them.

(When i booted my computer nothing happened(I had a blank screen) I switched it back to the 128mb PC100 and it booted correctly.)
Any beep noise?
HP can be real fussy with RAM. That machine will use 256mb(max) sticks so either the RAM wasn't seated properly or what you bought isn't...
