OK, real progress. It was Windows firewall, in some half-up state, blocking Manager from responding to the Bootp/tftp requests. Once that was sorted and with some craziness around paths in Manager, I got the ip403 to load ip403.bin v1.99 from Manager. and then with a bit of luck I got it to...
OK, I have tried loading up a couple of third-party bootp/tftp servers (downloaded from Avaya, following links here) with the same result.
So I am getting very suspicious that Windows (either the firewall or some other component) is getting in the way. I can't configure the Windows Firewall...
Thanks. I have followed that, except that I don't need to press Escape in the terminal window to get the loader prompt and I don't see any startup messages after the loader message.
Nor do I get anything at all in the tftp log window other than the one-line startup message.

My problem is that Manager is not showing any sign of seeing the bootp request come in, and there's nothing showing up in the tftp log. The poor 403 is sending out bootp requests til it's blue in the face (I can see them in Wireshark) and getting nothing back from Manager.
