Still getting the ?, on one machine. Same user can login using a different machine and does not get it.
Checked all language settings for IE and Windows and cannot locate the problem..
I agree the issue appears to be a local machine configuration, as others on the server (4 different servers) are not having the problems.
It is just with a couple of users on different servers getting the ? to appear.

I have a problem where a couple of users get a "?" at the top of the body in all the messages they create or reply to via Outlook Web Access. I can create a new account and no problems - works like it should.
Any idea's where to start, besides deleting their account and recreating?

P.S, the reason I am needing this is to be able to perform more complex audits on what people are sending and receiving.. Kinda of a big brother approach for Hospitals.

One thing to try is stop all exchange services. Start the System Attendant and System Manager. See if you can get into view the store.
Then attempt to mount the database, if this fails. This will tell you the database is corrupt/damaged.. Then run the exchange repair tools to attempt repair...

I tried the Exchange Resource Kit, had nothing. I even found a Exchange Developer Kit, had nothing... I was not able to find Exchange.org, think they no longer exist. But thanks again for helping, I figured with the Microsoft Encryption, that the utlity would not be public...
