I think you have to check, where the termination point is.
In the system partition you can terminate the SCSI-Port, you can terminate the external device or the cable.
When the SCSI port is terminated, your device ca not work.
Terminate the device !
Every product that you have installed, is listed in nwconfig. That a program will be displayed in this list it needs the product.ini.
Have you tried to install the program in nwconfig / product options / install a product not listed ?
From a command prompt, browse to the RESDIR directory and type the following command: FLAG *.* N /S
